Players command the major powers of the Second World War, controlling one or more countries on either the Axis or Allied team. Each major power has its own deck of cards, used to build armies and navies, attack supply lines, occupy key spaces, and score victory points.

Supply is central to the game. Armies and navies need to remain connected, and cutting enemy supply lines can force opposing pieces to surrender. Victory comes through card play, controlling starred supply spaces, and managing your team’s overall strategic position across 20 rounds.

The Second Edition revises the original Quartermaster General with updated rules, changed card text, new cards, map changes, revised discard and deck-depletion rules, the Resource Allocation rule, additional United States units, and balance adjustments intended to create smoother play and reduce early knockouts.
