Players control one of five factions competing for influence, control, and opportunity in the independent city of Five Sails. Each player leads a faction deck of characters, schemes, risks, and attachments, while a shared City deck brings unusual characters, items, and events into play.

Duel-like combat uses a back-and-forth system of riposte, parry, and thrust, giving conflicts a cinematic swordplay feel. Designed mainly for two players, with multiplayer options for more, 7th Sea: City of Five Sails combines faction rivalry, deck construction, tactical card play, and cloak-and-dagger adventure.
