People Power: Insurgency in the Philippines, 1983-1986 is Volume XI in GMT’s COIN Series, covering the political crisis and popular uprising that led to the fall of Ferdinand Marcos.
Unlike many COIN games, this volume uses three factions instead of four: the Government, the communist NPA insurgency, and the non-violent Reformers. Each side has different tools and objectives, creating a tense struggle between state power, armed resistance, and mass political pressure.
This is one of the more accessible entries in the COIN Series, with a smaller map, shorter playtime, and a lower rules burden than many larger volumes. That makes it a strong entry point for new players, while still offering the asymmetry, negotiation, timing, and difficult trade-offs that define the series.
The game also includes a card-driven solo system, making it suitable for solitaire play as well as competitive multiplayer. Personality cards and election cycles add historical flavor and keep each game’s political situation shifting.
