The Soviet player commands the offensive that culminated in the conquest of Budapest, while the Axis player attempts to delay the advance through successive counterattacks and defensive operations. The Axis side includes German and Hungarian forces, while the Soviet side includes the Second and Third Ukrainian Fronts as well as the Romanian army.

Using a variant of the DG Boots system, Budapest Campaign models command, control, logistics, sub-command activations, and major offensives in a focused late-war Eastern Front campaign.
