The Soviet player must conquer as much territory as possible within a limited time frame, while the German player attempts to delay the advance and preserve positions for as long as possible. The Red Army has numerical superiority and a strong operational position, but it also faces pressure to clear the Baltic region quickly so forces can be redirected toward the decisive Vistula–Oder–Berlin axis.

With 10-day turns, 10-mile hexes, and units ranging from corps and divisions to brigades and smaller specialized formations, Baltic Offensive, Fall 1944 offers a focused operational treatment of the late-war Eastern Front.
